He dropped a lot of time in a short span over the 5k, but that 13:10 in the Tokyo Olympics was obviously not the best conditions for a PR. He could have gone faster in that race.
If a guy like Ben True (who I view as 100% clean) can hit 13:02 w/o supershoes, than Luis can for sure do 12:52 with them. Considering the difference in shoes it's only a bit faster.

I mean, to be fair he did lose out on a medal because of someone who has now been banned from the sport for a few years. For a pro athlete, the difference between 3rd and 4th is huge, not just in terms of contract bonuses, but also in increased appearance fees for the rest of their career, and increased publicity.
