No, I don't think so. 5:40 pace for short intervals like 300s isn't fast enough.

12x400 at 1:18-1:20 and you are there..... Only 1 mi rest though and 2 min rest between #6 and #7

Wrong. Its about at the edge of the too fast line.
If he's doing them as prescribed, then its 100m accel. 100m sprint. 100 stride. Whatever the time is, is what it is.
What are some good 3k-5k pace workouts over the summer for aerobic and basic leg speed?
300-400S with 60-90 sec rest? 3-5 miles of work?
16-20x400@5k pace with min rest.
10X300@3kpace with 60sec rest.
2X 10x300 @5k pace with 30sec rest and 5min between sets.
id say youre there, when i broke 1040 this workout would have been pretty tough i think
