Self-Transcendence Marathon (http://us.srichinmoyraces.org/events/marathon-rockland)
You might want to post a general location, because travel is often the largest cost associated with most races I've run.
If you live in the Northeast/MidAtlantic you may want to look into the Lehigh Valley Marathon (Allentown, PA) in early September. Slight net downhill.
Use this site. You can filter by price and if it is flat, hilly, downhill, etc. http://findmymarathon.com/location.php

Sorry, yes, Northeast/MidAtlantic
The Friendly Massey Marathon in Northern Ontario... Middle of July, 6am start, 21k loop x2, village really supports pre race dinner, Homemade milking stools for AG winners and who know... You may just win :)
There's a new one, just west of Denver. It goes from the top of Squaw Pass, through Evergreen and finishes at Bandimere Speedway. 4000 foot drop. I know, not flat, but I bet you can get a good time. Not sure if you'll be able to walk for a week afterwards though.
August 17. Revel Rockies Marathon.
Another downhill marathon? These are becoming quite the thing for races out west now.
