I found this online. It seems to be only against the NCAA rules when you are betting money. In this case, there is no entry fee so it's not a violation. Don't rely on this post though to enter these contests.

No hard feelings, other than delayed emails. I think it was even more fun than filling out Powerball numbers, with the illusion and cognitive and emotional satisfaction of choice and sports, until I discussed the Powerball with aforementioned friends, who suggested to just pick random numbers via some sort of arbitrary generator (fortune cookie inserts, etc.).
