The half-marathon is the center of Japan's collegiate system. If the NCAA replaced XC season with a half-marathon season, we'd have a lot of guys running sub 66 too.
Anyway, quality over quantity. If you don't have one guy who can win a WC/OG medal, so what if you have a whole army of ~65 half-marathoners? If I could trade Rupp for every distance runner in Japan, I wouldn't do it. Rupp is a medal contender. Until they add the 200 X half-marathon relay to the Olympics, the Japanese runners under discussion are not.
