I hope that is 1:40/400m because 1:40 for a 800m is pretty fast. I told my friend to try 6 x 1mile@10K pace w/ 1 min rest and see if he could maintain that pace.
I use the McMillan workout of 3x2 miles at 10k pace, with 5 minute recovery jogs. It is not easy but has always been a great predictor/simulator for me.

Yes, I think it would. 50 minutes is cake even for beginners. Just run regularly and do some of those 800s and they'll make it.
It gets exponentially tougher around 40 minutes.
