OK, initially I'd walk past and chuckle. Upon further reflection...
1. I'll assume he has to actually run, i.e., jumping out of plane 5K in the air won't count.
2. I'd negotiate in that a net downhill course can be used. It has to, otherwise this is not possible.
3. With a net downhill course being used the biggest issue is not going to be aerobic fitness, but muscular strength so the guy does not collapse on impact of each stride.
At 32:00 for 5000 a 70kg runner is averaging 183 watts, approximately. Assuming he can get 10% stronger aerobically (199 watts), this brings his time down to about a 29:30 on flat ground. Therefore, being 10% stronger aerobically he's going to need a decline of 5.75% to run 14:59. We would definitely have to hit the weights and do plyos, but I think it's possible now if we could fly around the world and find the perfect location. If it's too steep he won't be strong enough to handle the impact. It's got to be right at 5.75% to 6.00% decline average the whole way.

During this month+ of weight loss, I'd have him working in the gym and cross training - Alter-G, swimming, cycling. Tons of SARMS, HGH.
Then, I'd have him doing a month of 7-days-daily-exhaustion / 5 days regular workouts. El-G-type training. Speed drills, running, and cross training for aerobic base. Hours each day.
I'd hire a PT to help him stay healthy.
EPO in regular doses, no altitude.
Meanwhile, I'd hire some willing individuals to experiment with different stimulants for race day. Find out what the best drug and dosage could be (Meth, cocaine analogs (some are 50x stronger than meth), 4-MAR, preludin, adrenaline drip)
One hopes the gym work and androgens have made him handle 4:50 pace. From a week+ out, he'll do lots of pace work, plus a couple short workouts. Back off 3 days away, recover with drugs, and hope his adrenaline/stimulants give him an extra minute.
If the OP's subject line really contains all the conditions of the deal, this should be easy.
"A 32 min 5k guy" should be any guy who can run a 5k in 32 min.
So I head over to Kenya and get myself the fastest looking teen who has no recorded times and pay him a million bucks to come stateside with me and run a 32 min 5k fun run. That should meet the criteria.
Train him a bit and let him race again in a month or so at full speed.
Just to cinch the bet, bring over 5 or 10 guys just like him. One of them will do it for sure. Big bonus for the first to break 15.
