(1) You have to find the right 32 minute guy and motivate him. You want a young guy, who is NOT a runner and who is a bit overweight. If your research indicates he used to be fast or that he has fast relatives all the better. Offer the guy 10 million if he is successful.
(2) Find the right coach, maybe a Bill Aris type. Offer him 8 million if he is successful. Then let him get him ready.
Or if you have to train the guy yourself
(3) One day for a long run every other weekend would be medium long one week longer long the other week (7 and 12) 2 days a week intervals.
(4)One long run without fueling to build capacity to burn fat. Pot smoking on weekends to relax him. I'd also make sure he looks d@mn good at race time (to build confidence).
....something like that.

This is obviously a joke, but I will still answer the question! It's impossible! If his first 5 k took him 32 min, then he's beyond retrieve! EPO wont help even if you're juicing it 24/7.
It might be possible with an initial 18 min to 19 min guy, but even then the candidate has to be a talent. + The problem is that 3 months isn't that much, because you have to rest a lot too, if you want to improve. Gotta love all the answers though! ;)
