not everybody has the natural abilities of lagat. very few athletes can train like him
There is a reason Lagat trains in Germany/Tuebingen most of the time. Faaaaaaaar away from USADA.

Do you really think that escaping out of competition tests is as easy as not being in the US or in your home country? You know there are other organizations like UKAD in the ULK and NADA in Germany to conduct testing? And if you're in a country without an independent anti-doping agency, testers will be flown in for you (assuming you're in the pool).
Mara Yamauchi lived and trained in Japan, faaaaaaar away from UKAD. What does that tell you? She has a Japanese husband and given her mastery of Japanese (near native fluency) she's popular on their racing scene.

Almost anyone who got any good, whatever that may mean for their own abilities. In he old days, most of us started off training along the lines of what Lagat supposedly does and found that we did a lot better by running a lot more than he supposedly does.
Are you sure they don't?
In order to avoid the common trap of training misconceptions, is there anything solid that says exactly how Lagat trains?

When I was training more like Lagat, based on what I've read here about what he does, than in later, much faster years.
Not sure if HRE actually "gets" that 3:26 thing, but I am always amused when he uses himself as an example to illustrate what the world best should or should not do.

the key word here is "supposedly"
A better question is why Lagat doesn't train like Lasse Viren or Kenenisa Bekele or Mo Farah, people who have actually won gold medals at the Olympics.
Answer: Because he and his coach concluded early in his career that he can't handle that kind of volume without breaking down. They compromised.
Whether you can run a great 1,500 isn't the only measure of one's talent. The ability to hand the training volume necessary to win the biggest ones is probably a more important one.
