This is a 4th amendment issue. Just being black walking down the street is not a crime, and not sufficient grounds for probable cause. The police cannot ask for ID, detain you unless they have probable cause.
They can however ask you, "what are you doing here". You do not have to provide that information.
Zimmerman was allowed to do the same thing. Anybody is.
We need to distinguish between unlawful search and seizure - police arresting/detaining people for being black in the wrong neighborhood - and asking a person on the street what their business is. The former is illegal, and the latter is within the rights of every citizen.
So Zimmerman was not doing anything illegal. But I am sure police push the edge of this idea all the time, which makes it difficult to be black and walking down the street.
