There might be fees for USA T&F or IAAF, but meet can be put on cheap. Have a few open races that charge entry fees, get sponsors to cover some of the cost, there might even be enough of a draw to be able to charge a fee to watch.

gzimmerman and others, if you really want to complain about unfair resources, just look at all the expensive facilities that Americans have.
In Iten, Kenya, if it rains hard, you can't train for several days. If you get injured, there's no equipment to help you - Abel Kirui missed 17 days due to minor injuries in two months leading up to WC's. If you have to travel to get a visa or to visit a sick family member that's another couple days.
Even our high schoolers have an unfair advantage over most of the world of Athletics. So unless you want our runners to live in huts and train in the mud let's drop this complete non-issue of Jordan Hasay using male pacers to chase a dumb time standard.
