has nothing to do with HR. you can take a nap in the sun and wake up in a puddle of sweat at your resting HR

Typical Letsrun angst. OP doesn't know until now. You didn't know until some point.
All things being equal, e.g. temp and humidity, I find that when I am overtrained I break a sweat at a much lower exertion then when I am fresh. Subtle, but very effective and predictable of the state of training. I can break a sweat at much higher heart rates when my body is fresh. I suggest try it yourself to see.
