At what point does a group run where people race each other on the road become a race that needs the police to be there?
There are some "races" around me that they call group runs. They usually happen in the evening. Anyone can come, everyone gives a $5 donation and then races each other on the road and there are printed results. This is completely free of police and bureaucratic BS.
So why does a small time race that doesn't need the roads to be closed still need police? What actually makes a race a race?
