Yes, it is my understanding that a fatality is an all or nothing kind of thing - except for the 5% of the cases were it isn't.

That's not true. Zombies are 100% dead and they stay that way. The process of zombie-ification is merely implementing some new involuntary nerve activity, much like how a chicken can run around with it's head cut off.
