Cain is obviously at a higher level than Baxter right now, but it seems to me that Baxter's coach and parents have deliberately been holding her back in a way that Cain's camp hasn't. Baxter doesn't compete in meets beyond high school nationals. She doesn't even try to qualify for races like World Junior XC(which she would have dominated if given the chance). Nor did she try to qualify for the OT's last year. I believe these decisions are made in an effort to prolong her long term development vs. Cain who appears much more focused on the here and now.
