Im a 17yo male who is 6 ft 3 running 800m. i presently weigh 179 pounds. how low should i try to get my weight for June to maximally enhance my racing? i was thinking to just get to 170 or 173. would 165 be too low?

Don't go by weight. Go by percent body fat. Somewhere in the 5-8% body fat range is probably best for a high school male. Different people run their best at different body fat levels, so you need to find what works best for you.
5-8% is very low. That may be OK for some people, but depending on your genetics it may be very difficult (and unnecessary) to go below 10-11%.
It takes years of running and EPO to get as skinny as Rupp
