I am currently a Sophomore and my PR is 15:59. Is that a good time? Is that good enough to get me into Foot Locker or NXN? If not can I have tips so I can get better?...

Not having a go at you, and assuming you're fair dinkum, but it would be helpful for those of us not in North America to know how old you are. Your question is also way too vague. Flesh it out with your state of physical development, training history (including weights, circuits, plyo, other non-running stuff), PBs at other distances, what sort of workouts/runs you find hard or easy etc.
15:59 is excellent for 10th grade. You definitely have a change to qualify for Footlocker Nationals as an individual by your 12th grade season. As someone else mentioned, aim for getting under 15 for the 5k on at least a moderately difficult course.
You're already plenty good enough to go to the mud bath. Just find a team from a big school that usually goes there.
