As for Lawson (et al)... remember, that was just based on what they ran at CIF-SDS Finals. Not everyone is going to run all out (or their best race) every race.
You're going to need to explain "retroactive adjustments" as it sounds as if they could only appear following the state meet.
While not everyone is going to run their best every race, you should understand that for the majority of varsity CA runners and coaches the most important race of every season is section finals. The first goal of every competitor in every sport is "going to CIF," the playoffs for most team sports, section finals for cross country. For the best runners and teams, state is more important, but section finals have to be survived in order to advance. And being a "CIF Champion" (i.e., a section winner) is a goal that every CA high school student with any interest in sports knows. Not running all out at section finals would be an unusual occurrence (and the single runner I can point to who didn't attempt to run 100% at SS Finals is Sarah Baxter).
