The admission fee is an NCAA thing, I think. I think that it has nothing to do with the host (could be wrong). Charging for parking and transportation is a different issue; I would think that is the local group.
It is not to be over-looked that the ISU has had a lot of practice putting on the meet. However, if you want it somewhere else occasionally, and I think most do, then you will have to 'train up' the local group. Like it or not, many of the 'tradition-rich' programs (Oregon, Wisconsin, etc.) are likely to have a lot of interested people willing to assist and knowledgeable about the particulars.
