Who else had he developed before that?
Other than Rupp, mostly I just see him make runners slower (Ritz), being unable to work with them (Goucher) or ending their careers (Webb).
There is no way to prove the past; going by today's results, Salazar is a dedicated coach who learns and improves moving forward, and he is very experienced at understanding racing and tactics.
