Staunton and Harrisonburg, VA are great towns. I have no idea about cost of living or places to train. But, given the opportunity, I would absolutely consider living in either location.
What!?! Harrisonburg is a wanna-be college town (with James Madison University there). Take out the college & the town dies. The streets are empty all the time. Easy parking all the time! (Population 54,000.) They have about 4-5 breweries. You can get to West Virginia pretty easy too. The only people who like Harrisonburg are people living there trying to fool themselves that it´s cool. Ugh!
Staunton is even worse! That place is about two blocks long...and a Shakespeare theater.
Earlier in this thread, someone posted Front Royal, VA. I nearly spit-out my coffee reading that one! That place, I hate to say it, has a racist history that is terrible, simply terrible. This was in the Washington Post today:

And, Washington DC is about an hour+ away. But, it´s a sad, sad place.
As for Virginia, Charlottesville is probably the best bet with a mix of culture & proximity to nature. (Though, it´s history is pretty pretty awful too. Just think about the recent white supremacy rally there.) It´s expensive to live there.
Winchester, VA is okay. Small sized town (27,000 people.) About an hour+ from DC. West Virginia is close. It has a couple of breweries. Great high school track to train on! It has an okay downtown area. SNP is about 20 minutes away.
Richmond is culturally rich, but too far away from nature, mountains, natural world.
The wife and I are in a cabin in Twain Harte, CA right now. It’s pretty nice here. Sitting back and watching the snow fall
Sand Point, ID
It's Sandpoint, no space.
Salida, Burma Vista and Leadville are not that expensive. If you want some place cheaper, just go further south (Westcliffe, Pagosa, Monte Vista, South Fork, etc.).
