I think the answer is that he could have run faster earlier if he had the right race.
In the '95 WC's and '96 Olympics he doubled back to run the 200 and ran a little conservative in the 400.
In '97 he had hamstring issues.
He may have peaked at age 28 or 29 and just didn't give the 400 WR a good attempt at that time.
Note that he ran his 42.9 relay split in 1993 when he was almost 26.
(Also note that he was actually 31, not quite yet 32 when he broke the 400m record)

he split 10.12 on the curve & that obviously costs a coupla tenths compared to a straight - 9.92
also, you can't run a 200 flat-out gun-to-tape, otherwise you will die somewhere about 150m, so he had to keep something in reserve in that curve - call it a tenth
that gives 9.82
when you consider he ran 19.32, check the 100m season's bests of guys who have run sub-19.6
ole rule of thumb is
200 time = ~ 2*100 time
19.32 -> 9.66
now, being better 200 guy than 100, you have to slow that 9.66
i'd go with
~ 9.75 - 9.80
as his actual 100m ability the day of 19.32
More importantly - how did he NOT set the 800 world record. I mean, back to back 50 second laps would be jogging for someone with that speed!

exactly... I'm 33 and running at my lifetime bests in the 100. It is not world-class, but I beat the crap out of ALOT of college kids.
