Yes ,exactly so.The definition of a steriod incs Cholesterol .Most/many of the contraceptives are virtualy identical.
It gets more strange ;Gestrinone is banned but is not even an anabolic steroid,it is for womb problems.

I say;
The problem with strict liability is that you have to have great knowledge to avoid banned products.Eg.Vics is OK in Europe but not in the US.There is a comment from lawyers from the governing bodies that a professional athlete has the skill and resourses to understand the WADA regs.I am not sure that this is the case BUT the majority of those tested are NOT professional.Thus, how do they have the time and resources to be correctly informed.
The measures to ensure fairness would to have each case treated on its merits and thus water down strict liability.This is exactly what the biggest sport in the world,soccer,has done.
To unknowingly cheat is an oxymoron.
