use comparative technology to look at how they're race times look across the board aka. jack daniels Vo2 max chart, mcmillian running pace calculato. who's ever is better gets the money.
that doesnt really answer my question because if two runners' ability were equal, a recruiter would rather have the high school runner because they have two more years to develop him.

If you're coming in as a junior and looking for money, I'd expect you to be a contributor right away. So I'd expect to see times that would prove you could be a top 5 guy in cross and score at the conference meet in track. Those times depend on what level of school you're looking at. If you want specific times, get in contact with the coach at the schools you are looking at.
