That's what I've heard as well. Even the Torres twins only got 50% scholarships. That could be a problem since CU costs something like $35k/year for out-of-state students. Regardless, visiting the school wouldn't hurt, and the runner would know for certain what money is available after speaking with the coach directly.
I don't if it's still the same but in Running with Buffaloes that author said that Wetmore doesn't give full-rides to anyone. He prefers to try to field a team by spreading the $$ around more. He doesn't want to tie up the funds on 1 athlete.
I don't know if that's still his protocol now.
I thought I'd heard that they can couple the athletic scholarships with academic ones so that certain athletes can be fully covered.
Tebo got like a 12% scholarship and he was a phenom. CU doesn't give full rides but I think you can get in-state for CU after your first year and after that tuition is dirt cheap.
Although he only turned out to be 12% of the athlete we all thought he would be.

Plus need-based grants and loans. Most schools do this. Nobody gets a 'full ride' athletic scholarship on that team and few freshmen are offered an athletic scholarship.

You have to take legal steps to change your state of residency, not just declare you are now a Colorado resident. Don't think tuition is dirt cheap anywhere anymore....plus factor in room & board in a town like Boulder.
What female runners is Wetmore recruiting for 2012?
Actually there are a couple runners that do have 100% scholarships.. It is difficult to get a full scholarship right out of high school as you haven't proved you can compete at the next level but it does happen
