Personally I drive like a grandma but recognize that speed is fairly low on the list of risk factors for driving. If you can't handle your car at well over typical posted limits without risking an accident, you probably shouldn't be driving to begin with.
I once heard a pilot talking about speed & safety. He said that if you watch cars from overhead, the driver going 10 mph over is not a hazard. The far bigger hazard is the driver going 10mph under, because people are continually coming up behind him and having to weave around.
The main reason police focus so much on speeding is that it is the easiest way to bring home the bacon. In other words, it's a fraud & con. The jogger was a hero, a community-spirted guy. The cops should be put in jail and the jogger should get a medal.
