Truncating is just as mathematically acceptable as rounding to a specific significant digit if you are consistent.
Well, I would say it is perhaps equal parts stupidity and dishonesty. People love to lie about how great they are. After I run a 1:52.99 I naturally want to tell everyone I ran a 1:52. With everybody doing it, lying becomes the norm. Well, that and stupidity.
