This is absolutely correct. I was in a situation a few years ago where two (poorly trained) German Shepherds were getting put back in their owners truck following a walk. They weren't off leash for more than a few seconds, but instead of getting back in the truck, they both came hauling ass after me while I was running toward where they were. They closed the 100 meters in about five seconds, but as soon as I saw them tear after me, I just stopped, covered my junk with my crossed hands, and yelled at them to stop in as deep and loud a voice as I could. They stopped a few meters short and just f***ing barked like mad until the owner came down and leashed them up (seemed like forever!).
Getting chased down didn't induce nearly as much rage as having the owner 1) not apologize, and 2) blame me for running and "getting them excited". I used some language on him that would make a Scotsman blush, very loudly and in public.
Bottom line: stop moving, yell loudly, and if that fails (95% it won't), beat that motherf***er without mercy. You will win.
