However to pick up a bib in person or to have a friend pick up a race bib at Disney running events, the runner's state issued photo id must be presented.
So that rules out Kip running under an alias/different age.

What is your source for this information concerning Litton's supposed "registration" at Warner-Robins (Museum of Aviation) marathon? I've already put in an inquiry with the race director to verify whether this is true or not.
I suspect Kip's racing career is over as a result of injuries sustained from the car wreck last year.
Could there be better circumstances for an admission? Why would he give it under so much negative pressure. If the previous statements are true- sick child, car accident, divorce- the he has suffered enough and we should not be out to actively try to make a persons life worse.
What does a confession accomplish?
