Obviously he has to flex too, but the propulsion comes exclusively from extension of the hip when the foot is in contact with the ground.

Too many are thinking only from a standing position. You can extend your hip and never have your leg go behind your body. Joint movements are relative to where you are starting.
If I start with my arms raised above my head then keeping my elbows locked I drop the arm in front of me to chest level I have just performed shoulder extension, w/o ever going behind my body. Think of the same with the hip.
When doing straight leg bounds your are starting from a flexed postion. A power hip extension, brining your leg downward to the ground, is what is reponsible for the movement and propulsion forward.
