Technically, each college can decide what constitutes a record. The general practice, however, is to count any mark made in the remainder of the track season.
And the reason, as pointed out above, that Wheating doesn't get a CR is that Jim Ryun, for one, ran faster--at 19--on dirt--in 1966, a mere 44 years ago.
However, the earlier poster who said that Ryun did not run any faster, after that, was in error. Ryun broke his own record the next year (running solo), and also ran a 3:33.1 (IIRC) 1500 in 1967.
