Several other declining industrial cities, such as Youngstown, Ohio, have also accepted downsizing. Since 2005, Youngstown has been tearing down a few hundred houses a year. But Detroit's plans dwarf that effort. The approximately 40 square miles of vacant property in Detroit is larger than the entire city of Youngstown

Clearly they should send in some sort of super cop. Perhaps one that is part man, part machine. He will be the ultimate crime fighting being. He will rain justice upon that desolate city. Part man. Part machine. All cop. The future of law enforcement.
Electing the Democrats, or even liberal Republicans like the Bush family, produces the same results as being on the losing side of a war (Detroit, etc/). Why bother attacking the USA? Just allow Obama's stupid spending and social policies to reduce it to rubble for you.

This is not much of a solution, is it? It's more like abject surrender.
The point of this is to make it more efficient for the city to deliver services. Not just police and fire but sanitation, medical, and education. Sparse, decentralized populations make this very hard to do. At least they are acknowledging the reality of their situation. Other rust belt cities are doing the same- Flint, Buffalo, etc...

Would you say the same of an empty-nest couple, one of whom is disabled and can no longer work, leaving their five bedroom house for a smaller one they can better afford and manage?
It seems less like surrender to me than recognizing and accommodating reality.

Downsizing intelligently is one of the things that planners really need to start to figure out. For years, the primary response to shrinking population has been to fight against the population decline through economic development programs. Ultimately a lot of these programs do more harm than good (huge cost for little or no actual benefit). The decline of a region can simply be too great a force to overcome with the policy tools available to the city.
While I haven't read the specifics of the Detroit plan, I think it is a step in the right direction. Densify the urban core and try to bring life back to the centers while removing the hundreds of acres of blight.

+1. Smart urban planning doesn't get enough attention in this country.
Detroit isn't even the worst. Apparently Cleveland and maybe just the entire state of Ohio should be nuked right off the map.
