I have slow 9th graders faster than some of their distance runners. And, I've heard the coach has no clue about training, rest, and motivation.
No offense but maybe Look at the D1 teams that are the worst at New England Champs at Franklin Park

UConn's decent but their squad only takes like 2 distance guys which is just plain retarded
Hofstra has always been a horrible school, I "ran" there for a season after just doing 30-40mpw in the summer to stay fit for hockey and immediately was #2 even after putting on 10lbs and not muscle...
no $ was available and it was more like a club team...but that they were D1 was just bad
the coach was good, he knew his stuff, reminded me of Tim Hacker...but we needed more to run well..like talent

To answer your question. Yes! I was a volunteer assistant for 3 years, and then I was a full time, paid D-I assistant for 6 years. I know what it takes, and I know it can be a tough, tough job at times. Enough to make even the most eternal optimist a dark cynic, but that is never how I felt. I loved every minute of it and I didn't complain, and every day I was looking to build my squad into the things I wrote about-I never got a team to nationals, but I did get my best individual, athletes to nationals, they did score, and they did earn All American certificates. I evaluated myself ALL THE TIME, and even then I do not feel that I did as much as I could have. I don't know if I will ever return, I left that profession because it is incredibly tough on family life, especially if you do it right, and is just not fair if there are young children involved. But that doesn't change my views. As a case in point, look at those results above. A 28:00 minute 5th man at the D-I level is just not acceptable, no matter how "tough" the course is- let's face it, it's not like we race our athletes on moutain challenge courses, so anything near 28:00 minutes is not acceptable. I know it seems very black and white, but that is the beauty of our sport. Either you get it done, or you don't.

If I recall correctly the new Bryant coach is very good....a woman who has run in the 4:40s for the mile, like 9:25 for 3k, and perhaps a bit faster...
Bryant just became D1 in the past 1-2 years so they are adjusting. Then again, Every team, including some good D1 schools, will have a few guys running circa 30 mins for 5 miles. But anyway Bryant has some good runners so while they may have some slow ones (slower than your 9th graders), they are still much much better than the other schools mentioned here.
I do know the Bryant coach is a very good runner. That does not mean she is a good coach. She may be, not saying either way, just don't think that running well equates to coaching well.
They actually took 19th out of 28 teams at regionals. I’d say that’s a good progress.
I would say University of South Dakota is the worst. They don’t even have a front runner on the team
10 teams didn't bother to show up. They are worse.
University of the Pacific just scored over 1000 points in the Western Regional
There are a few that are pretty bad. Just look at the NCAA regionals from yesterday. There are a few teams where everyone on the team is grouped near the bottom.
It's possible that maybe they are just fielding the team to be in compliance with what the NCAA requires D1 schools to have.
You don't know what you're talking about lol there's maybe 3 schools in the NCAA with a 28:xx 5th man. Probably less.
With 319 and 349 men’s and women’s programs in Division 1, respectively, there are plenty of really bad programs.
