I would guess that Hall did a personal cost-benefit analysis and decided to go for a big payoff instead of a likely also-ran finish in the World Championships. Some would make a different choice, but I think that the majority of American runners would do the same thing. I may be underestimating the power of patriotism, but I don't think that either choice would be greatly influenced by the desire to represent one's "homeland" (or, for that matter, to glorify God).
I agree with you, but I look at someone like Dos Santos and many others and it presents a distinct contrast. It's not like any of these runners have the pall of a government/federation that will garnish appearance fees and prize money and thus have equal or no motivation (or even much less than Hall would) to run a money race instead of donning the national colors for the World Champs. We see the same thing for World Cross. Someone like Bekele stands to lose much more in terms of earning potential if he gets spiked in the achilles while running WXC that doesn't pay him appearance fees and prize money like running in Euro track meets does. You turn down enough chances at glory and you'll miss a golden opportunity. I am a fan of Hall, I always like to see him do well, but he's not going to win a big money marathon, ever. His best shot at a win is in a race like the World Champs, where weather is often an equalizer.
