I think I'd go with Sampras playing in a tougher era (if Agassi wasn't a bit inconsistant this would be an easier argument). When Pete started you had the upstart Americans of his generation (Chang/Courier/Agassi) all slam winners. And you still had Becker/Edberg near the top of there games. In his prime he had to contend with the above Americans as well as Rafter & clay court specialists like Moya & Kafelnikov. Late in his career Andre was re-peaking and you had the likes of a young roger/roddick/safin (the coulda shoulda been rival to roger imo)...and pete still kicked there arses on the way to his last slam.
Roger had an aging Pete/Andre early (and notice he started dominating after they they eroded), and now Rafa, kind of iffy in the middle, much like golf between the Nicklaus & Woods era.
