What about Godfrey Siamusiye? Although not as fast as Rupp, the dude won back to back Cross titles (one by a full minute) and the 5k and 10k at NCAAs, ran 3:52, 8:25 Steeple, 13:37 5k and 28:39 10k. So although not the fastest NCAA athlete ever (or Razorback athlete for that matter), the dude won and went to 2 Olympics.
Cragg was nearly unbeatable for a while in college. Won 6 or 7 NCAA titles, ran 3:39, 7:38, 13:12 (was that the summer after college?), 28:20 (but I don't believe he ever ran a 10k at Cardinal or anything, so probably could have gone much faster), etc. He was a force. I think Cragg and Rupp would have traded off victories if put up against each other both in their collegiate prime.
By the way... he made the final by making the Olympics. The Olympic 10k is a straight final these days.
