I wouldn't bank on it. basically if you were a freshman in high school running 17 then you may have a shot at 15 your soph year, but more likely 16.
what if you're a junior going into a senior? you think someone could because of their maturity?
I think mileage will be more important than maturity since as a 15:xx 5k'er you will basically need to run 3+ miles close to what would most likely have been your 1 mile PR as a 17:xx 5k'er. I would say that it can definitely be done, especially if you weren't training optimally as a 17 minute guy.
so if a person who wants to do that, they will have to build up their mileage alot? how much do you think that should be?
sure, i did it - i was out of shape in august 2004 and ran a 17:46 5k...then i ran a 16:31 on the roads in november, and by the time spring 2005 rolled around, i ran 15:26 and 15:27 on the track w/ a 4:02 1500 also. what really helped me make a huge leap was this thing i'd refer to as training. i did it almost every day. it made a big difference.

do you mind telling us what your training was like in detail?
In my senior year of high school my 5k PR was 16:49, but I was generally a 17:20 type guy off of 25-30 miles per week and no long run to speak of. In my college freshman year of track I ran 15:10, 15:07, 15:06 and 14:58 for the 5000m, in that order or successive weekends. The difference was that I had a coach that knew what he was doing and that I averaged 85-90 miles per week w/ doubles 5 days a week for a year. I also improved from a 4:36 1600m to a 3:58 1500m.
