Please tell me you're joking... It most certainly does, else athletes from elevation wouldn't travel to sea level. Heck, they'd be holding "sprint meets" at elevation.

Sprint meets like Stanford is a "distance meet"...

it's a difficult one to decide whether altitude affects the 800m detrimentally

dave wottle won gold in '68 in mexico at ~8000 ft altitude in 1'44+, which was likely similar to his sea-level best

it may be 800m is a distance where reduced oxygen for metabolism is offset by reduced air-resistance to give time-neutral affect ( obviously below 800m the reduced air-resistance dominates & above 800m the hypoxia dominates )

They used to hold such "sprint meets" in Europe and still do in Mexico city, but the times are nullified for records as they are considered as assisted by the altitude. 800 meters is the point where in the thinner air balances out resistance vs. oxygen content. So no net effect.

There are no official restrictions on setting marks at altitude. All they do is put an 'A' next to it to note that the mark was achieved at an alitude greater than 1000m.

Why else would Bob Beamon still hold the OR in the Long Jump, Robson da Silva's AR in the 100m (from Mexico City) the Oceania and South American ARs in the women's 100m were set in Sestriere and Bogotá, Pietro Mennea's ER in the 200m still stands from Mexico City, etc.
