Arturo Barrios ran about 27:10 quite a few years ago. Like 2 decades ago. One other mexican athlete broke 27:30 twice in the mid 80's.
The 10000m list is completely dominated by Kenyan and Ethiopian athletes however. The occasional Morrocan or Ugandan or Qatarian or Eritrian is seen, but that is not surprising seeing as Uganda is just west of Kenya, Eritria used to be part of Ethiopia and the Qatati's are Kenyan anyway. The fastest non-african born runner is in fact still Arturo Barrios with the 91st fastest time ever.

He doesn't even seem to be in the same league as Josh and he is only 1-2 years younger than Josh.
McDougal seems like he'd be a good fit at Mammoth. Serious, thoughtful personality. High mileage. Dedication to a cause.
Has McDougal done any serious altitude training? It could bump his running up another level, or he could find he doesn't respond very well to it.
If he decides to just train by himself, rather than join a post-collegiate group, I think he would handle it better than most.

I'm not a coach or anything, just a collegiate runner and would considered myself well-informed on the subject of running, plus I have learned from my own mistakes and experiences. Your entire schedule would probably have to be looked at for a fair evaluation of a new training plan. There is no single answer. I'll share what I have done to improve, though. I'm starting to go by the standby that if you can handle more mileage, do it. I used to be content in the 50-70 range, even up to last year, but now i'm in the upper 80s and took 18 seconds off my 3k time this winter mainly because of that (8:45 to 8:27). If you can't handle more mileage I would up the intensity, but start slowly. Maybe do morning runs every now and then of 3-4 miles at a pace 30sec faster than your normal running pace. Another good one is 6-8 miles of aerobic threshold running (at a pace 1 minute slower than 5k race pace). Tempo pace intervals are amazing as well (something like 4xMile at 5k race pace). You get a good workout without fatiguing your body to an extreme and thus can handle more throughout the week. And another thing that helped me was plyometrics (i.e. box jumps (3x30), box step-ups (1x100)) and core work such as 10 minutes of abs, doing a different ab exercise every minute with no to minimal rest. I worked up to those numbers though, you may want to decrease them (though maybe not). I hope that helps.

a few things I haven't done:
1) increased my mileage, maybe the most obvious one to do
2) virtually no 3k pace or faster reps
3) I have done alot of tempo pace (traditional 10 mile race pace) training but not very much aerobic threshold (MP) work
4) no hills, I live in an area with no hills
Make sure to keep focused on the Mt Sac 5k friday night (april 18) with McDougal vs. Scott Bauhs. Should be an awesome race. the xc D1 champ vs the 10k D2 champ.

I know you are joking but that is moronic.
I bet he eats tons of cheese. Thats what i do and i can run very fast.
I know he did run 8 or so days at altitude in colorado over one summer. Recall he put in almost 140 miles in that 8 day span. A lot of people say that Hanson's would be a good fit for McDougal, and I agree, however, i think Mammoth would be the best fit if he responds well to altitude long term.
And in response to people saying he wont improve becuase he is already running such high mileage: even if you dont increase your mileage, running a lot of miles over several years will make you a better runner. I think McDougal's best days of running are ahead of him, and the marathon seems like it will be a perfect fit. I hope he tackles it sooner rather than later. Even if he runs the AR in the 10k, he'll still be ~30 seconds behind the winners of most European meets.

I interpreted that as an excuse and everything coming out of his mouth was "excuse...something about my leg...excuse"
He could have just said he didnt have it today but he decided he couldnt do that so he made this leg thing up.
