Man, regular people out for a Saturday training ride. The cop fell asleep?
Happens all the time, unfortunately. People get bent out of shape over gun crime, but if there was a traffic fatality count due to drunk/drowsy/distracted driving, it would shock people.
I was out for a run, had the ROW as I was on the main road, and a cop turning right only looks left as he rolls up and through his red light nearly clips me. He did not have his lights on and was traveling at normal speed so there was no emergency.
I thumped his car with my hand and then quickly went to the ground and clutched my knee as if in pain. He got out and started to get loud then realized that he "hurt" me and changed his tune. I then popped up and said "I'm OK but you could have run me over. I thought you were supposed to be a trained, professional driver?" He then got pissy again and threatened to take me to jail. I asked "Why, because you are a lousy driver?" He then ordered me to get in the back of the cruiser and I took off on a trail in the woods across the street.
The following week he and another cop pulled their car in front of me from behind when I was on a run and came at me with their batons raised and ordered into the cruiser. They took me to the station and I related my story to the Chief. Bozo almost lied about the events from the week prior but thought better. I then asked if they would be so kind as to take me back to the area of the road from where they extracted me. Chief ordered them to do so.
I am completely sympathetic to your story, but please remember the 3 things a policeman can do to you:
1. Give you a ticket
2. Arrest you
3. Shoot you
It is just a sad fact that a significant minority of policemen are dorks that LOVE carrying a gun so they can lord it over there peers. They became cops for this sole reason.

The cruiser has the ROW, if you recogonize it.Which you should,unless you're blind.
They just might have a person of interest under watch or transporting your grandmother in the back seat after falling on a sidewalk and transporting her to a hospital because the ambulance responders are backlogged.
But ,I surmise with you'r infinite wisdom of Vehicular and Traffic Law and acute vision you can tell at every crosswalk/intersection , whether that cruiser has an emergency or not.

So you're either a cop or have family members who are cops, and that means you're a moron, kind of by definition.
He said the cop was at a red light. You can only turn right on red if there are no cars or pedestrians in the intersection. Or does that not apply to cops? And if it doesn't, please provide a link to the laws that exempt cops from following traffic laws under normal circumstances (because from his account, there was no emergency and the cop was not in pursuit of a crime. he was just driving, like anyone else on the road, probably get some pizza and stare at teenage girls).
