Things that have happened to me running in Minnesota:
Fell on ice, split elbow open=5 stitches
Fell on ice, hit head=concussion
Fell on ice, landed on upper back=Bruised ribs (yes, ribs)

Minnesota is great, and Duluth is the crown jewel--if you can handle cold. Which I can't.

Snow melts during the day and freezes at night. Ice is EVERYWHERE. And I have to do my runs at night.
I live here, why do you think my name is Goldy? As in the Gophers? duh. If ice is that much of a problem, put some sheet metal screws in the soles of your shoes and stop complaining.

Yes, you are correct, of the greatest places to live in the US for an endurance athlete Minnesota is officially ranked 48th.
You might want to visit the other 49 states and Puerto Rico before you argue about this ranking.
The ice is not THAT bad. If you don't like Minnesota, move. If you don't want to slip on ice, get a gym membership and run on a treadmill until the weather warms up so you wont fall on your fragile elbows. It's really not that complicated. I used to run at night around the lakes and there were some icy parts, but you just have to be cautious. I never fell one time.

How about this? All the runners in MN against all the runners in WI is a giant duel cross country meet. We could make it an annual event.

Then again, I doubt you have ever been here, because where I live in Wisconsin, cows are pretty rare. Half of this state is woodedland and forests.
