That's some piss poor design work. Too many colors take away from the overall message of the icon.
I call foul - this is an invasion of my civil liberties.
I love it! Ban them AND cellphones in 'races'.

As for it not looking "professional," I'd say the message is not lost.
If the intentions of the USATF & their event promoters are to prohibit the use of said devices, I believe this is a necessary step. Instead of the rule being buried in text, it is/will now displayed prominently on event information, entry forms, etc...

That is a terrible design. There is nothing else to it. You don't see handicap accessible signs with smiley faces and multi-colored wheelchairs. I can tell that the intern that made this put about 15 mins of thought into it.
You're saying such an icon deserves more attention than that?
If anything it deserves about 10 seconds of thought, you choose a color, draw some headphones and put a strike-out circle around it.
It looks ridiculous.
