Sounds like a question packed with vengence and frustration. An answer shall not be forthcoming.
First of all, the best thing would be to look it up on the NCAA page. I will say that I have seen summer all comer's meets that required membership on an USATF -registered team, unless the athlete was a collegiate runner, in which case they said they'd waive that requirement because the membership would violate NCAA rules. Again, whether they were right or not, I couldn't say for sure.
As for USATF XC, the collegiate runners I've seen in those meets were representing their schools.
