hard to say, kids run fast every year, but puberty and peer pressure are a bitch. high school coaches don't exactly do wonders either to develop potential talent. i don't think pre did much of anything until he was a junior in high school anyway, so you may want to pick another standard.
There's a kid here in Niles, Michigan named Griffiths who at 12 ran a 15:27 5k. his father is the baseball coach, and just entered him in a junior olympics race and he won. i think he plays soccer though, so no cross country yet.

The next Pre is a kid that likely isn't in a track club, and is therefore not on a premature interval-go-round, and is active, running free, playing a lot of games, not even thinking about how fast he can run a 100m or a 5000m....
We just don't have an effing clue! But a kid under 13 right now doing "formal training" will most likely NOT be the next Pre.

You got that wrong! None of the best Kenyan runners are from Nairobi. Most of them come from smaller towns and cities in the country. Places like Eldoret and Kapsabet.

He is so good he only goes by one name "Griffiths".
