I would choose
G. other___________
specifically, the Big Island of Hawaii.
It depends on what "best" means. For me, "best" means loads of trails and dirt roads, plus a thriving community.
Manitou Springs/Colorado Springs, CO is way up there. Definitely ahead of Gunni and Alamosa because the winters there are unbearable and definitely ahead of Albuquerque because you have to get out of town there to get on any trails--plus, the city is way ghetto and HOT.
I personally love Flagstaff and Boulder, too, but really those two along with the Springs are all tied in my mind. I've spent lots of time in all of those on the list except for Mammoth...so Mammoth could take the cake.
No doubt, although it's hard to get many good places to train over 5500 ft, Volcano has some amazing trails though.

If you consider year round weather, cost of living, trails, etc. my list would consist of two places...
1. Albuquerque, NM
2. Flagstaff, AZ
Forget CO locations and Mammoth, CA due to winter weather. Even Flagstaff can be nasty in the winter.
A railroad track
Alamosa is where Deena Kastor began her pro career and the Adams State teams compete with the best. Average runners make huge improvements when training there. Zoila Gomez is emerging as one of the top US runners.
McMillan has strong group going in Flagstaff and Alicia Craig-Shay is currently training there.
The video about Boulder running also looked like an awesome place to train and it has a strong history as well.

Is Mammoth Lakes at altitude? Either way, it is the headquarters of Team USA and Olympic medalists Deena and Meb.
If I could I would bounce around between all of those places. I get bored staying in one place for too long anyway.
