I didn't really know how to word this shortly, so I'll try to explain. Who has more potential to improve in the next 30 years of running: Africans or non-Africans? Obviously non-Africans are slower so some would say they have more room before they hit the their ceiling of development, but I wonder if it's true given the amount of science they use compared to the Africans. I'm not saying Africans just go out and run aimlessly, but I doubt you see anything like the Oregon Project in Kenya or Ethiopia.
I guess what it comes down to is this: In 20-50 years will Africans be more or less dominant than they are today?
