Steve Lewis and Quincy Watts were each at their peaks at 19, were they not? Too bad they couldn't endure and been triple gold medalists. They were also both third place Trials finishers who won gold, if I'm not mistaken.

He had the most sub 45 performances before Michael Johnson came on the scene. Was probably the best 400 runner in the world during the boycotted Moscow Olympics and hence never got his shot to solidify his name in Olympic glory.
