One exercise I do and you may like to try is while sitting in a chair lift and lower front of your feet while keeping your heal on the ground. It will probably take about 3 or 4 minutes but you should start to feel your shins tightening up which means your exercising them. This is a good one to do if you sit at a computer most of the day as I do.
A couple of other things you could try are buy new shoes, run on softer surfaces, back off the miles. Also running the first few miles of a training run easy will help the shins to warm up.
I've suffered from shin splints on and off for 15 or so years. I've found the fitter I am the less likely I am to suffer. Good luck.
The only thing that helped me was ART, and it really worked. I was going 3 times a week, and after a week I saw a difference, after 2 weeks it was basically healed. And mine were so bad, I could barely run.
What is ART??
ART stands for Active Release Technique. I can't really explain it as I've never had it but I believe it involves special exercises, massage etc. I found this answer on a website

Sounds like it needs someone who specialises in ART.
I should warn you, ART is extremely painful, but you do feel the muscles loosen up from it so it's worth it. Basically it involves applying pressure to the muscle or tendon while triggering or flexing it in order to release the tension and break up scar tissue.
