I don't know which is the better intrinsic effort, but I've noticed that Gay always runs his fastest times in a headwind. Here are the fastest times ever run into a headwind:

Atkins' 9.91 into a 0.5 m/s headwind is actually the third-fastest time ever for a headwind that strong.
For those who think that Gay can't break Powell's record, remember that he ran a 9.76 into a 2.2 m/s headwind in June. I think he's a threat to set a world record every time he runs with a tailwind.
