I always figured they would end up in jail.
I just assumed it would be on some sort of sex charge.

How would any random person know that someone might be throwing flour onto the ground at a public shopping center for purely innocent reasons? Why should it not look suspicious to anyone unfamiliar with an underground running cult?
I suppose someone could ask him....
Suspicious Cop: I wonder what that guy is doing? [walks over] Hey there, man, what's going on here?
Dude With Flour: Oh, hi. I'm with a local running club. We are having a race tomorrow and I'm just marking the course.
SC: A race? Marking with what?
DWF: With flour. See?
SC: Oh. Okay. You're a runner?
DWF: Yup.
SC: You ever met Dean Karnazes? He's the greatest.
DWF: Please leave now.
I don't know about you but if they are halfway intelligent about anthrax they may think hmm....
Lets see, someone throwing a white powder on the ground....yup it is a suicide anthrax spreader.
Even with the media making threats much more prominent then they should be (lets get into numbers of the dreaded West Nile Virus that took off a few years ago....depending on the area you're from) It does come down to ignorant people. Do they not realize that some of the sorting machines that had anthrax on them STILL aren't used today (if any of them are actually). That was pretty well advertised that it spreads easily. Yea, I'm just going to randomly throw a bunch of this stuff on the ground, make artistic designs, and kill myself as I carry out a terrorist act.
Anthrax is so yesterday. No one does that anymore.
